Challenges

• Turning scattered human procedures into traceable system states.
• Preventing permission and approval conflicts across departments.
• Defining the boundary between the first release and later expansion.

Decisions

• Map the operation before choosing an interface or framework.
• Define states, transitions, and ownership for every transition.
• Split scope into buildable and testable modules.

Outcome

The system scope became discussable and deliverable in phases without presenting analysis work as a finished product.
